BisMIllaahir-Rahmaanir-Rahiim
In the name of God, the Beneficent, the Merciful

240.  (In the case of) those of you who are about to die and leave behind them wives, they should bequeath unto their wives a provision for the year without turning them out, but if they go out (of their own accord) there is no sin for you in that which they do of themselves within their rights. And Allah is Mighty, Wise.

241.  And for divorced women is a provision in kindness. A duty for those who ward off (evil).

242.  Thus Allah expoundeth unto you His Revelations so that ye may understand.

Lesson

wasiy-yatal-li-‘azwaajihim – (they should bequeath to their wives), these are last verses of this Surah regarding affairs and matters of marriage between husband and wife. God Almighty commanded in it that the husband can produce another facility for his wife, who is being widow due to his forthcoming death, that he should bequeath his heirs for his wife a provision for a year without turning her out and she has right to get concessions.

Whether the woman is divorced or she becomes widow due to fate of God Almighty, whether the portion has been appointed or it was not cleared at the time of marriage, in each condition, Islam teaches good behavior, forgiveness, overlook and goodness. After it, the share of the women in heritance and the term were appointed. Now there is no need to act upon this verse.

243.  Bethink thee not (O Muhammad) of those of old, who went forth from their habitations in their thousands, fearing death, and Allah said unto them: Die; and then He brought them back to life. Lo! Allah is a Lord of kindness to mankind, but most of mankind give not thanks. 
 
243.  ‘Alam  tara  ‘ilallaziina  kharajuu  min  diyaarihim  wa  hum  ‘uluufun  hazaralmawt.  Fa-qaala  lahumUllaahu  muu-tuu: summa  ‘ah-yaahum.  ‘In-nAllaaha  la-Zuu-Fazlin  ‘alan-naasi  wa  laakinna  ‘aksaran-naasi  laa yash-kuruun.   

Lesson

‘Alam  tara – (have you not seen? Did you not bethink?), this method of addressing is chosen in Arabic language at those times when attention is drawn towards any known and much big happening. Here it does not mean to see only with eyes, but purpose is to think, meditate and consider with deep thought, and whenever the word ‘ilaa comes with it, then it aims also to teach any lesson from this particular event.
 
‘allaziina  kharajuu – who went forth (from their habitations), it signifies towards the children of Israel, who had left their homes due to fear of death, and the natives of Arab did know very well this important happening.

This verse indicates toward a very ancient event, that the children of Israel, who were in thousands, had left their native country due to fear of death (cause of which was either they considered plague or attack of enemy). Neither they believed in fate, nor stood up against the enemy with weapons. Moreover, they went forth with cowardice to save their own lives only. But their running away in this manner did not become useful for them, and they could not be saved from the claws of death.
 
After seven days, one of the Prophets of God Almighty (peace be upon him) prayed for them, and then Allah Almighty brought them back to life, so that they forswear for future and may know that the relation of death and life is in the hands of Some Other Life. Allah Almighty blesses the mankind. The people cannot count His favors. They should be very grateful to God Almighty every moment.

На рынке рисковых активов – новые надежды. Во многом они сейчас связаны с начавшейся в Шанхае встречей глав финансовых ведомств большой двадцатки. МВФ призывает скоординировать усилия для противостояния мировому кризису. Его преодолению могут способствовать налоговые послабления, госинвестиции в странах-мировых лидерах. И если в результате двухдневной работы саммита действительно появятся новые подвижки, то и фондовые рынки, и сырьё получат дополнительные стимулы. В преддверии решений единодушно растут индексы акций, прибавляя 1–1,15%.

Нефтяные котировки – на верхних границах важнейших зон сопротивления. Для фьючерсов Brent это 36,2 дол/барр., по WTI – 34,5. Причём технически давление вверх сильно, несмотря на негативные фундаментальные факторы. Можно сказать, что сейчас на эмоциональном настрое силы быков и медведей уравновешены, что создаёт интригу и неопределённость. К данным драйверам добавляется выход сегодняшней исключительно информативной статистики по Штатам. Это оценка ВВП за 4 квартал и индекс цен расходов на личное потребление. На фоне последних «голубиных», осторожных речей членов ФРС именно эти показатели могут стать определяющими для понимания ближайшей политики американского регулятора, его отношения к срокам повышения процентных ставок.

С другой стороны, в случае выхода достаточно сильных данных по США и разногласий между странами на встрече G20 рынки могут отреагировать очередным уходом от рисков, снижением фондовых и нефтяных котировок.

Соответственно, указанные факторы пока позитивно проявляются для российских активов. Индекс ММВБ, как мы ранее предполагали, ушёл выше принципиального уровня 1800 п. Теперь его целью при росте и сопротивлением выступает уровень 1868 пунктов.

Как нефть на верхних рубежах, так и пара доллар/рубль сейчас на нижней границе локального диапазона, в районе 75 руб/дол. Позитив на внешних рынках может не удержать покупателей на поддержке 74,7, уведя к 73,5–74. Однако в случае сохранения котировок выше 75 есть техническая вероятность похода вновь к 76–77 руб/дол.

В первой половине дня в пятницу, до выхода американской статистики, на рынках нет сильных движений. Но в этих «пограничных» котировках почти физически ощущается неслыханное внутреннее напряжение. Считаем равновероятным и пробитие зон поддержки/сопротивления, и отскок от них вглубь диапазона. Очевидно, это определится до понедельника, 29 февраля. Ох, уж этот високосный год...

Курс рубля в пятницу растет против доллара и евро на фоне восстановления нефтяного рынка.

Министр энергетики России Александр Новак заявил, что в середине марта возможна очередная встреча крупнейших производителей нефти. Повестка встречи прежняя – члены ОПЕК должны согласовать позицию относительно замораживания добычи со странами, не входящими в нефтяной картель. По словам министра, сейчас идут активные консультации по данному вопросу. Заморозка добычи, по мнению Александра Новака – наиболее эффективный способ контроля цен на энергоносители. Однако министр подчеркивает, что процесс этот достаточно сложный в силу того, что у всех стран разные возможности по сокращению объемов добычи. Также острый вопрос – на каком уровне производить заморозку. Чиновник заявил, что цикл низких цен может не закончиться и в 2017 году, и с фундаментальной точки зрения у черного золота нет оснований вырасти до 50–60 долларов за баррель.

На этом фоне курс доллара на Московской бирже упал до 75 рублей, евро опустился к 82 рублям 60 копейкам, индекс ММВБ достигал на пике 1830 пунктов, а цены на североморскую смесь Brent приближаются к 36 долларам за баррель.

Производители нефти во главе с Российской Федерацией продолжают искать возможности поддержать нефтяной рынок, изрядно просевший в последние годы. Пройдено ли дно на рынке нефти? Это может быть понятно уже в самое ближайшее время. Если сорт Brent преодолеет отметку в 36 долларов, то может открыться путь к 39–40 долларам. В марте возможны и попытки прорваться выше 40 долларов. Однако здесь стоит учитывать, что фундаментальных оснований для роста выше 40 долларов сейчас просто нет. Что будет с российским рублем при ралли на нефтяном рынке – очевидно. В случае подъема цен к отметке к 40 курс доллара имеет шанс снизиться к 70 рублям за доллар. Стоит ли рассчитывать на дальнейшее укрепление рубля – большой вопрос. Как нам кажется, 70 – это сейчас некий «водораздел». Все, что выше, не сильно интересует участников, которые способны своими действиями влиять на курс. При курсе выше 70 пара доллар/рубль используется для взаиморасчетов. Нужны доллары – покупаем, нужны рубли – продаем, накапливать доллары нет смысла, избавляться от накопленного – также смысла нет. А вот если курс упадет ниже 70, то тут спекулянты включатся в игру и начнут скупать валюту в целях накопления и диверсификации валютных сбережений. Курс 50 мы можем не увидеть уже никогда, 60 – возможно, но не в текущих условиях, так что все, что будет около 70 и ниже, – надо выкупать.

Сейчас все новостные заголовки посвящены исключительно предстоящему заседанию Большой двадцатки. IMF своими последними комментариями породил надежду на координированную интервенцию в виде массированных фискальных стимулов, однако мало кто верит в то, что столь разобщенная международная организация способна выступить единым фронтом. И все же при наличии консенсуса возможно им удастся опубликовать заявление, не препятствующее странам проводить стимулирующие политики, финансируемые центральными банками (по сути, сбрасывать деньги с вертолета).

Министр финансов Германии, Шойбле не поддерживает призывы к фискальным стимулам, поскольку склонная к садомазохизму Германия считает, что рост, основанный на новых долгах, порождает зло и «зомбирует экономики».

Так оно и есть, если правительство пытается выбрать «любимчиков», но в условиях балансовой рецессии нужно:

- довести дело до полного коллапса/дефолтов, и начать все строить заново, что политически неприемлемо; или

- избавиться от долговых излишков при помощи финансового давления и девальвации валюты через инфляцию, принудительно повысив спрос в экономике, что приведет к дефляции долга и сбережений.

Фискальная консолидация не поможет. ЕС выживет, только если удастся сломить позицию Германии в отношении фискальных стимулов. Можете себе представить, каким бы был курс немецкой марки, если бы последние несколько лет Германия двигалась самостоятельно?

Она бы стоила так дорого, что немцы, вероятно, уже давным-давно печатали бы деньги и соревновались в фискальных стимулах, чтобы вернуть своим товарам и услугам ценовую конкурентоспособность на мировых рынках.

Вместо этого она тащит на себе разрушенные экономики периферийных стран, а ЕЦБ изо всех сил пытается удержать всех вместе, но в результате мы получаем относительно слабый EUR, который позволяет немецким продуктам сохранять конкурентоспособность. И волки сыты, и овцы целы долго не бывают. Вот и Китай столкнулся с самой страшной за всю историю трилеммой.

Что случилось с CAD? Цены на нефть стабилизировались, однако последняя ценовая динамика в любом случае не оправдывает стремительный рост канадского доллара.

Возможно, рынок фокусируется на оптимизме в связи с популярностью нового премьер министра КанадыТрюдо и новой политикой его администрации, в частности, его готовностью поддержать кризисный энергетический сектор, даже если это приведет к росту фискальных дефицитов.

В некоторой степени эти дефициты будут следствием сокращения выручки в энергетической отрасли, однако его отношение к расходам играет большую роль, а популярный премьер министр с левыми взглядами с радостью использует новые возможности покрытия расходов за счет долгового финансирования в условиях практически нулевых ставок, чтобы не допустить балансовой рецессии в Канаде (где во время мирового финансового кризиса раздулся один из крупнейших в мире пузырей на рынке частного долга).

USDCAD в конечном счете нащупает поддержку и начнет расти, возможно, это произойдет в области 1,3500, или же в области 1,3500 если доллар продолжит слабеть еще некоторое время. Но в таких кроссах как AUDCAD и NZDCAD, CAD может начать укрепляться в долгосрочной перспективе.

EUR: Евро вряд ли сможет вырасти на благоприятных для риска итогах саммита Б20. Также, если ЕЦБ сможет облегчить судьбу банков вырастет популярность сделок carry, при условии, что мировые рынки сумеют выбраться из ямы, в которой они оказались (а это весьма трудноисполнимое условие).

JPY: Чем больше поддержки рисковых активов мы получим от Б20, тем слабее будет иена в краткосрочной перспективе, однако если лидерам стран не удастся договориться, валюта быстро вырастет.

GBP: Фунт все еще страдает на фоне разговоров о возможном выходе Британии из состава ЕС, однако в текущих рыночных условиях он явно перепродан. Министр финансов Осборн пытается склонить Б20 к публикации заявления о необходимости оставить Великобританиюв Еврозоне. Мы следим за медвежьими сигналами в паре EURGBP.

CHF: Франк снижается на фоне роста интереса к риску. Однако это движение должно подтвердиться в начале следующей недели, оно будет зависеть от настроя рынка после заседания Б-20.

AUD: Австралиец продолжает неуверенно двигаться вверх и уже подошел к 200-дневной скользящей средней и масштабному сопротивлению на подходе к 0,7400. В следующий вторник состоится заседание РБА, которое задаст общий тон и может обусловить снижение; в связи с этим мы ищем возможность сыграть на угасании восходящей динамики.

CAD: См. комментарии выше. Следующая ключевая поддержка в паре USDCAD проходит чуть ниже 1,3500. Сложно поверить, что пара упала более чем на 1000 пунктов и все еще на 200 пунктов выше 200-дневной скользящей средней.

NZD: Киви снова растет после положительных данных на фоне интереса к риску. NZDUSD сегодня утром преодолел локальное сопротивление — сумеет ли он закрепить успех в начале следующей недели?

SEK: Слабая корреляция с риском, EURSEK нацелен на зону поддержки 9,35.

California boasts some of America’s top public schools and competition for homes in these districts can be fierce.

Take Piedmont, considered by some to be the best district in the San Francisco Bay Area. The average home price in Piedmont, according to Zillow, is $1,737,900. In Southern California, every single one of the schools in La Cañada Flintridge earned a perfect 10 at the popular school rating website GreatSchools. To buy a home there, be prepared to spend an average of $1.5 million. Both of these communities are well out of reach of the average worker in California, who earns about $1,100 a week, according to the Bureau of Labor Statistics.

But there are hidden gems throughout the state — places where children can still get an excellent public education and home prices aren’t reserved for the very wealthy. NerdWallet crunched the numbers and found places for families who want strong schools near big cities or those who are looking to live in California’s more rural areas.

NerdWallet’s analysis
Here’s how we found the best school districts in California:

Affordability. We calculated this by averaging the district index score for median home values and selected monthly homeowner costs (which includes property tax) for the school district.
Standardized test scores. We analyzed high school STAR scores and SAT scores for the 2012-13 school year. STAR, Standardized Testing and Reporting, has since been replaced by CAASPP, the California Assessment of Student Performance and Progress. These are the state’s student achievement assessments.
College readiness. We factored in the most recent data on graduation rates and students seeking post-secondary education.
Class size. We also considered the student-to-teacher ratio.

We analyzed 375 school districts in California. All data are from the U.S. Census Bureau or the California Department of Education.

Key takeaways
Small areas score big. Many high performing districts we found are in more rural areas such as in Calaveras County’s Gold Country. If your career isn’t tied to a major metropolitan area, these smaller communities can offer great value.

Affordable options exist. You don’t need to spend a mint to live in a good school district. In the area that supports high-performing Shasta Union High School District in Redding, home values average $236,400.

Best school districts in California
1. Davis Joint Unified School District
Davis Joint Unified is one of the highest-performing school districts in the state with a SAT average of 1756 and a graduation rate of 97.5%. Home values in this city west of Sacramento hover at about $546,000, which is on the higher end of our top 10. The district has 21 schools, including Davis Senior High and Da Vinci Charter Academy.

2. Scott Valley Unified School District
Established in 2007, this young school district, about 40 miles south of the Oregon border, has already seen marked success. Both Etna and Fort Jones elementary schools are California distinguished schools, and Scott Valley High School also impresses with STAR scores that are in the top quarter of results statewide. The cost of a home in this district, which prides itself on its location in the valleys of Siskiyou County, is on the lower end of our top 10 at $212,800. For families seeking smaller classes, the district of 700 features about 15 students per class.

3. Palo Alto Unified School District
Palo Alto, even with higher-end San Francisco Bay Area median home values upward of $1 million, makes our list because while housing in other school districts is just as costly, the quality here can’t be matched. The district has both the highest SAT and STAR scores in the state, and 89% of students go on to graduate from post-secondary education. Furthermore, Palo Alto Unified averages a class size of 17 students — offering a personalized education at all levels.

4. Shasta Union High School District
Serving Redding and surrounding areas in Northern California, Shasta Union High School District makes our list due to a strong graduation rate, solid test scores and housing costs of $234,600. Home to the Shasta Wolves, the Enterprise Hornets and Foothill’s Cougars, Shasta Union High is a school district that offers students a variety of extracurricular activities. Award-winning music programs and activities, such as mock trials and the robotics club, create a diverse student experience.

5. Bret Harte Union High School District
Bret Harte Union High School District, in the state’s Gold Country in Calaveras County, is named after the American poet. The district makes the list due to a strong graduation rate of 94.7% and a class size of 16 students. The Bret Harte High School is the major school in this district, which although small, provides an array of athletic programs, including football, golf and swimming.

6. Walnut Valley Unified School District
Located in eastern Los Angeles County, this school district serves the cities of Walnut and Diamond Bar. The school district had one of the state’s highest graduation rates of 98.3%, as well as a high SAT average of 1785. The school district is home to Walnut High, a two-time national blue ribbon school and a seven-time California distinguished school. The school has rigorous course requirements, but also offers electives such as business management and entrepreneurship and architecture: drawing and design.

7. Siskiyou Union High School District
Siskiyou Union High is a rural school district in Northern California’s Siskiyou County. This district, which is near several national parks, includes five high schools and about 750 students. Like nearby Shasta Union, homes are among the more affordable on our list at $240,000. The district’s largest high school, Mount Shasta, scores a 7 out of 10 at GreatSchools, and offers courses ranging from music theory to business law.

8. Sutter Union High School District
Sutter Union High School District makes our list as it’s both affordable — housing here is the lowest on our top 10 at $219,000 — and it has a high graduation rate of 98.8%. The rural school district near Yuba City, in the northern part of the state, is home to Sutter Union High School, widely known in the area for its successful athletic programs. The school also offers clubs such as the Future Business Leaders of America.

9. Acalanes Union High School District
This large school district that serves four different high schools in Contra Costa County scores impressive marks across the board. The district has the state’s highest rate of students who graduate from post-secondary education, as well as a graduation rate of 98.1%, and an average SAT score of 1802. The district’s quality is even throughout, and all four of its schools place in the top 60 of California’s over 1,000 high schools.

10. Durham Unified School District
Durham Unified seeks to educate by standing by its slogan “Small Schools, Big Education.” The superintendent’s promise to provide small class sizes at every grade level is backed up by data, which show a class size of 17 students. Durham High School has graduation rates of 94.5% with 86% going on to graduate from post-secondary education. The district, with an  average home value of $354,300, is an option for those who want to live only miles from Chico, home of California State University, Chico.

Methodology
The score for each district was calculated from these measures:

Housing cost for each school district was 25% of the total score. Housing cost was calculated by averaging the district index score for median home values and selected monthly homeowner costs (which includes property tax) for the school district. The more affordable the area, the higher the cost score. Data are from the 2013 U.S. Census Bureau’s American Community Survey.
Standardized testing score was 35% of the total score. The SAT average and mean scale score for the high school STAR test were equally weighted. STAR tests that were included for our rankings were summative math, integrated math 3, biology and English language arts. Data are from the California Department of Education.
College readiness for the class of 2013 was 30% of the total score. College readiness was a combination of a school district’s high school graduation rate, which is the percentage of students who graduate in the standard four years, and the percentage of students going on to four-year institutions for higher education. Data came from the California Department of Education.
Student-to-teacher ratio or class size was 10% of the score. This score was manually calculated by dividing the number of full-time teaching staff in a school by the number of students enrolled. Data are from the California Department of Education.

The Quran is the last Book of Allah sent for the guidance of humanity through the last Prophet, Muhammad, peace be upon him (saws). The Quran contains all the rules for us to have healthy lives, alhumdolillah. We can learn how the Prophets of the past such as Ibraheem and Musa, peace be upon them both, called their people to worship Al Khaliq, The Creater. The Quran shows us that worshipping Allah must be without partner.

Think about it....the Quran was revealed for us!

When was the Quran first revealed?

The Prophet Mohamed (saws) new that the people of his town, Makkah, were not worshipping Allah as they should. He (saws) would travel to a cave just outside Makkah to think about the true worship of Allah. On one of his (saws) visits to the cave, Angel Gibrael (as) came to him. At first the Prophet (saws) was scared but he soon realised that their was no harm that would come to him. Angel Gibreal came to the Prophet to inform him that Allah had chosen him to be his Messenger. This happened during the ninth month of the Islamic calendar, Ramadan.

The first revelation from Allah (swt) through the Angel Gibreal to Prophet Mohamed (saws) was the first five verses of Surah (chapter) Al-Alaq:

"Iqra bismi rabbikalla dhi khalaq. Khalaqal insana min alaq. Iqra wa rabtukal alrram. Alladhi 'allama bil qalam. 'Allamal insana malam ya’lam, "

"Read in the name of your Lord who created, created man from a clot. Read, for your Lord is most
Generous, Who teaches by means of the pen, teaches man what he does not know." (96: 1-5).

The first complete chapter of the Quran was Al Fatiha (The Opening).

How long was the Quran revealed?

The Quran was revealed over a 23 year period. The first 10 years of revelation was whilst the Prophet Mohamed (saws) lived in Makkah. These verses of Quran revealed during this time are called 'Makkan'. Makkan surahs stress the Unity and Majesty of Allah, the Most Exalted, Most High (swt), condemn anything being worshiped beside or more than Allah, promise paradise for the righteous and warn wrongdoers of their punishment in Hellfire, confirm the prophethood of Muhammad (saws), and remind humanity of the past prophets and events of their time.

After 10 years the Prophet (saws) travelled to Madina to help the Muslims and all the verses revealed from this period are called 'Madinian'. Madinian surahs contain the rules and regulations for which the Muslims were to organise themselves. They lay down moral and ethical codes, criminal laws, social, economic, and state policies, give guidelines for foreign relations, rules and regulations for battle and the captives of war. They also contain descriptions of some of the early battles of Islam, condemnation of hypocrites, emphasis on the unified basic message of all the past prophets, and confirmation that the process of prophethood and revelation is complete, so that no Prophet will come after Muhammad (saws).

The last revelation from Allah (swt) to His Prophet (saws) was the third verse of Surah Al-Maidah, which was sent down to the Prophet in 632 C.E. :

"Al yawma akmaltu lakum dinakam wa atmamtualaikam ni'mati wa raditu' lakumul islama dinan'',"

"Today I perfected your religion for you and completed my favor to you and have chosen for you Al-Islam as your religion." (5:3)

How is the Quran organised?

Al-Quran is divided into thirty equal divisions, which are called juz in Arabic. There are 114 chapters, of varying length. The longest chapter is Al-Baqarah consisting of 286 verses and the shortest chapter is AlKawthar consisting of three verses!

Зам. председателя Федеральной резервной системы США Стэнли Фишер, выступая вчера вечером, попытался сделать хорошую мину при плохой игре в отношении решения ФРС поднять ставку в декабре. Эти данные, слабый отчет по рынку труда за январь и публикуемый сегодня отчет по инвестициям в основные средства (который также, скорее всего, будет неблагоприятным) напоминают нам о возможном снижении ставки Резервного банка Австралии на заседании во вторник.

EURUSD

Сегодня утром, после вчерашней неудачной попытки прорыва, EURUSD снова приблизилась к области 1,1000. CHF: Франк на гребне волны, которая несет деньги инвесторов в безопасные активы, на это указывает рост депозитов до востребования в НБШ и вчерашнее падение. Это также ставит под сомнение нашу теорию о том, что франк может оказаться под давлением из-за сокращения валютных резервов из-за оттока капитала из Швейцарии. Следующее ключевое событие для EURCHF — заседание ЕЦБ 10 марта.

AUD: Рост снова закончился, возможно, из-за падения цен на нефть и угасания восстановления на рынке сырьевых активов. Таким образом, 200-дневная скользящая средняя в паре AUDUSD осталась не тронутой, хотя для более надежного разворота восходящей динамики необходимо падение ниже 0,7150.

NZDUSD напоминает нам о том, что ключевым фактором для развития нисходящей динамики остается прорыв 0,6550 после неудачной попытки преодоления 200-дневной скользящей средней.

SEK: EURSEK остановилась в области 9,35 (200-дневная скользящая средняя), примерно на середине последней восходящей динамики. Заинтересованные в риске рынки толкают пару вниз, хотя движение может угаснуть, если начнется очередной приступ бегства от рисков.

NOK: Вряд ли что-то может спровоцировать интерес к продаже EURNOK, поскольку ралли на рынке нефти быстро угасает.
