Следственными органами СК РФ по Иркутской области продолжается расследование уголовного дела в отношении бывшего мэра Иркутского районного муниципального образования Игоря Наумова, обвиняемого в совершении преступления, предусмотренного п. «в» ч.3 ст. 286 УК РФ (превышение должностных полномочий, совершенное с причинением тяжких последствий).

По версии следствия, преступные действия мэра муниципального образования повлекли за собой наступление тяжких последствий, выразившихся в причинении материального ущерба Российской Федерации, в размере около 40 миллионов рублей.

31 декабря 2015 года судьей Кировского р­айонного суда г. Иркутска удовлетворено ­ходатайство следователя об изменении мер­ы пресечения бывшему мэру Иркутского рай­она Игорю Наумову с домашнего ареста на ­заключение под стражу сроком до 1 марта ­2016 года.

Расследования уголовного дела продолжается.

The only thing worth mentioning here, aside from the color of Chara’s eyes changing the moment she changes her option choice, or even usage her Technopath abilities to a sort of crimson red color, is the fact her legs and arms appear humanoid. that is until they shift into an option in which they lose the color and revert to a snow white color. Of course this is not the same for the main parts on her body which were modified into machinery, and her internal parts that were taken out and changed.. The access points are very distinguishable according to the location the internal organ was removed and changed, otherwise their would of been no other option aside from cutting her open to change it.

Removing or changing the part internally is simple as the part is contained in bio friendly ‘bag’ of sorts that allows movement from said internal part, and allows easy, mess free removal of the part.


||PERSONALITY||

Chara, despite her rather disturbing and horrid past, has a positive outlook on life. The one person whom always seems to be level heading, wanting others to laugh and be grateful for their life. She like other female’s have a sense of security around her personal areas, and around their well being for males upon meeting them due to her past, however she will not simply segregate them as bad people. However she will not excuse theme flirting upon first meeting, and will likely lash out at them when if she finds herself really uncomfortable.

Not one to leave an opinion inside she will say, and sometimes blurt it out. This may come off of as rude behavior, despite Chara meaning nothing by it. How she acts around a person depends on how she treated, if they treat her nicely then she will likely be herself, acting as normal around them. However around people she dislikes or have treated her ill, Chara will be quieter than normal.

Her outlook on how her past kidnappers treated her is quite... difficult. Chara always saw them as respectable, maybe that was due to how she was treated as a sibling and as a child from her biological family. However she would of never called them “assholes” or “jerks.” It was how they raised her, or maybe it’s just a fake memory, replaced with a more “happy ending” so to speak. Even still, she will not speak about her past to just anyone. It’s not like her really to. After all Chara herself enjoys helping friends, but dislikes being helped with emotional help.

||ABILITIES||



||Aura manipulation | Everything has aura, however to use it one needs to understand that it is life energy. The possibilities with aura is really... near limitless. With it one can strengthen their body to the point of it being akin to steel, or more. Or use it for offensive measures. However for Chara, her ability is somewhat limited, or rather was somewhat limited. For her to make use of it aside from her actual flesh parts, she needs to extend her normal aura to the point in where she can extend it into a translucent form, and send it down her mechanical limbs, something she can’t yet do. At most she could cover all of her arm lenth, if she knew how to form it into a translucent cloak.||

||Electrical Manipulation | Her ability to manipulate Electricity is very limited. First it needs to be from her own body, and second it needs to be exposed, aka her arm or legs or any mechanical part of her that is harm, that is able to emit electricity must be doing so before she herself can manipulate it.||

||Technopath | Like her ability to manipulate her own exposed electrical energy, this is very limited to her own form, aka the parts that have already been used with her equipment. What She can do with this is remake her arms in several different ways. Thus being able to expose different forms of attacking, and utilities.||


||Hacking | This was learned awhile back, but with her knowledge ability on machinery, she can hack trivial things like banks alarms, and low budget military grad machinery.||

[GEAR]

||Humanoid unit arms ver. 45 | The arms themselves are very customizable, taking attention to the user's preferences rather than the first models, being empty and near worthless; Her right arm has much more heavier weaponry embedded in it, offensive options ranging from a machinegun that was re-worked into a slim plasma launcher which of course takes the properties from the machinegun, and operates like it. Her second option is of course a plasma launcher, which launches large proportions. The shot itself is heat based, like all of her plasma attacks, however the plasma that launches from this attack has electrical input from her arm, thus making it explode so to speak upon touching anything, giving off a short of Electrical expansion which electrocutes not even two inches a mere second before the fully explodes. The raidious is the range of a normal grenade. | Her right arm contains verous light weapons. First option being a simple blade, one that does not take any reconfiguration at all, just merely a ‘push’ to expose it. Similar to a knives length. Next option is a standard sub-machine gun, however the bullets have been replaced with something a little faster and more technological to her liking. These ‘Bullets’ are of her own creation, and move at hypersonic speeds. Once impacted they create small EMPs, which is devastating if against another mechanical foe, unless of course they are resistant to EMPs. The coating however is heated in response to the trigger, or hammer of the weapon hitting it’s back, which starts it’s chemicals that rapidly heats the outer coating. The EMP won't come until the bullets heat climaxes, which causes the ‘bullets’ to explode along with the short EMP. The radius is two centimeters.||

||Humanoid Legs ver. 27 | the legs are the the most recent in production, well for three years ago. However they permit a single thing to be stored inside. In her right is her own blade, which when inside is the blade itself is folded, near useless. However when the blade is removed from the storage area, she can activate the blade. It reforms into a blade like state. However upon first look it’s too small to be a full sword, that and the blade is dull, not even in the center. This part is used as the core, which lights up into a plasma blade. However it’s not like other plasma blades, which can cut through anything, the blade is tangible by other objects, and will not cut anything easily. Infact it acts like a High frequency blade would. In her left leg is well... nothing at all. She left it empty for if something needs to be carried urgently.||

||Several parts internally were removed and used as areas to add mechanical aspects to reduce the large amount of blood her weakened heart needed to pump, so when she gained all of these weapons she asked for them to add in a shielding ability. The ability is as it states, a shield. However it takes a more... ship approach to her form. Basically it covers her whole body, and acts as armor would. It easily goes down from opposing attacks. However her shield does have one flaw, it cannot block life. Meaning if one to punch her with aura surrounding it, or a flat out unarmored, punching or kicking attack, she would take it on her own. That being said, it cannot operate or cover the parts she is manifesting her aura around, be if for defense against physical attacks, or attacking.||

||Depression | Due to her past, despite not coming off as such, she is actually quite depressed with the right words, her entire spirit could be broken.|| 

||Aura | Like stated before, she cannot have her shielding defend against aura-clad attacks. This goes for all aura. (Ki, Nen, ect.)|| 


||BIO|| 

Throught birth, she was small. Really small, enough so to need life support. However her exact need for this was due to her heart, it was far too weak. As it could not sustain a full grown body, meaning the child would die after leaving her child years. That loomed over her parents, raising a child for what? To watch her die at the near beginning of adolescence? Her life could be labeled a tragedy, and was. Her older siblings tormented her, made her hated. She begun to hate. At age of twelve, a robber broke in. And as all do, that all tried to leave without being spotted, that was until she walked out, being spotted by the robbers there were several options, however they panicked, and ended up kidnapping her Chara of course did not mind it... the torture of being called names, all over. Chara did not remember much from that night, however she remembered very clearly hugging her kidnappers, like a child would to their favorite parent.

A few year passed, her weak heart had already reached it's limit. Chara would die. Well, would've if her guardians (the aforementioned Kidnappers) had a brilliant idea. They removed her arms, and legs... and replaced them. Heck they removed most of what was not needed, including internal organs, parts of her skin. What was left looked human, untouched. The rest? a cybernetic part would be graced with people's eyes. They had good intentions nonetheless, unlike Chara's birth parents. New arms and legs and other parts meant more possibilities, more... utility. That's' how they ended up seeing Chara several years down the road.

You see, her kidnappers were not normal grunts, doing this just to take, they were actually payed to do this by a larger company, one that had access to the funds necessary to make just that, a cyborg. Which they were higher members at the time of when Chara needed this done. With that in mind, She lived. Heart pumping blood to the tissue that was left in the body, which of course kept her from dying, and she lost no ability in what normal humans do all day in the slightest.

Chara of course got tired of being called ‘utility machine’, asked then nicely to call her by her real name, which at this point was Chara. Unfortunately she of course did not get her wish, even though it was very simple. That angered her beyond belief. The males also at this point started to get all “touchy” as they had left her private areas intact. Maybe they planned this, or recently got this way... Chara was not having this at all. This of course climaxed at the point in where they suggested that she ‘be the bitch she truly was, and pleasure them.’ Chara did not take lightly to this in the slightest, and ended up knocking one out, and killing the other in accidental nature. Limmates as a cyborg were not present as she broke the one’s rib cage, killing him by having a rib from his aforementioned broken rib cage puncture the heart. After words she left. Knowing that the company would not take her in any longer.

Two years passed. In that time she had upgrades done on both of her arms, in the right, more heavier weaponry. And the left: light weaponry. That is not to mention the other utility she had installed in other unorthodox places.

It’s time to take a stand against pollution & unlivable cities and stand up for a clean, livable environment and so I support the Odd-Even initiative by Delhi govt as a first step to clean up Delhi's pollution. 

From Jan 1, 2016 on even days I will start car-pooling with other MPs wherever and whenever possible. I have been driving a hybrid powered car for some months now and so technically am exempt from the #OddEven guidelines. But I intend to continue to carpool regardless and will encourage many others to do so!

We have to make it work for Delhi’s sake, and I am happy to extend to it my full support!

The levels of pollution have skyrocketed in Delhi with levels reaching almost 10 times beyond what is considered safe. The situation is so bad in Delhi that its air has PM2.5 concentrations of 153 micrograms and PM10 concentrations of 286 micrograms–making Delhi the most polluted city in the world, as per the World Health Organization (WHO).

||Humanoid unit arms ver. 45 | The arms themselves are very customizable, taking attention to the user's preferences rather than the first models, being empty and near worthless; Her right arm has much more heavier weaponry embedded in it, offensive options ranging from a machinegun that was re-worked into a slim plasma launcher which of course takes the properties from the machinegun, and operates like it. Her second option is of course a plasma launcher, which launches large proportions. The shot itself is heat based, like all of her plasma attacks, however the plasma that launches from this attack has electrical input from her arm, thus making it explode so to speak upon touching anything, giving off a short of Electrical expansion which electrocutes not even two inches a mere second before the fully explodes. The raidious is the range of a normal grenade. | Her right arm contains verous light weapons. First option being a simple blade, one that does not take any reconfiguration at all, just merely a ‘push’ to expose it. Similar to a knives length. Next option is a standard sub-machine gun, however the bullets have been replaced with something a little faster and more technological to her liking. These ‘Bullets’ are of her own creation, and move at hypersonic speeds. Once impacted they create small EMPs, which is devastating if against another mechanical foe, unless of course they are resistant to EMPs. The coating however is heated in response to the trigger, or hammer of the weapon hitting it’s back, which starts it’s chemicals that rapidly heats the outer coating. The EMP won't come until the bullets heat climaxes, which causes the ‘bullets’ to explode along with the short EMP. The radius is two centimeters.||

||Humanoid Legs ver. 27 | the legs are the the most recent in production, well for three years ago. However they permit a single thing to be stored inside. In her right is her own blade, which when inside is the blade itself is folded, near useless. However when the blade is removed from the storage area, she can activate the blade. It reforms into a blade like state. However upon first look it’s too small to be a full sword, that and the blade is dull, not even in the center. This part is used as the core, which lights up into a plasma blade. However it’s not like other plasma blades, which can cut through anything, the blade is tangible by other objects, and will not cut anything easily. Infact it acts like a High frequency blade would. In her left leg is well... nothing at all. She left it empty for if something needs to be carried urgently.||

||Several parts internally were removed and used as areas to add mechanical aspects to reduce the large amount of blood her weakened heart needed to pump, so when she gained all of these weapons she asked for them to add in a shielding ability. The ability is as it states, a shield. However it takes a more... ship approach to her form. Basically it covers her whole body, and acts as armor would. It easily goes down from opposing attacks. However her shield does have one flaw, it cannot block life. Meaning if one to punch her with aura surrounding it, or a flat out unarmored, punching or kicking attack, she would take it on her own. That being said, it cannot operate or cover the parts she is manifesting her aura around, be if for defense against physical attacks, or attacking.||

Throught birth, she was small. Really small, enough so to need life support. However her exact need for this was due to her heart, it was far too weak. As it could not sustain a full grown body, meaning the child would die after leaving her child years. That loomed over her parents, raising a child for what? To watch her die at the near beginning of adolescence? Her life could be labeled a tragedy, and was. Her older siblings tormented her, made her hated. She begun to hate. At age of twelve, a robber broke in. And as all do, that all tried to leave without being spotted, that was until she walked out, being spotted by the robbers there were several options, however they panicked, and ended up kidnapping her Chara of course did not mind it... the torture of being called names, all over. Chara did not remember much from that night, however she remembered very clearly hugging her kidnappers, like a child would to their favorite parent.

A few year passed, her weak heart had already reached it's limit. Chara would die. Well, would've if her guardians (the aforementioned Kidnappers) had a brilliant idea. They removed her arms, and legs... and replaced them. Heck they removed most of what was not needed, including internal organs, parts of her skin. What was left looked human, untouched. The rest? a cybernetic part would be graced with people's eyes. They had good intentions nonetheless, unlike Chara's birth parents. New arms and legs and other parts meant more possibilities, more... utility. That's' how they ended up seeing Chara several years down the road.

You see, her kidnappers were not normal grunts, doing this just to take, they were actually payed to do this by a larger company, one that had access to the funds necessary to make just that, a cyborg. Which they were higher members at the time of when Chara needed this done. With that in mind, She lived. Heart pumping blood to the tissue that was left in the body, which of course kept her from dying, and she lost no ability in what normal humans do all day in the slightest.

Chara of course got tired of being called ‘utility machine’, asked then nicely to call her by her real name, which at this point was Chara. Unfortunately she of course did not get her wish, even though it was very simple. That angered her beyond belief. The males also at this point started to get all “touchy” as they had left her private areas intact. Maybe they planned this, or recently got this way... Chara was not having this at all. This of course climaxed at the point in where they suggested that she ‘be the bitch she truly was, and pleasure them.’ Chara did not take lightly to this in the slightest, and ended up knocking one out, and killing the other in accidental nature. Limmates as a cyborg were not present as she broke the one’s rib cage, killing him by having a rib from his aforementioned broken rib cage puncture the heart. After words she left. Knowing that the company would not take her in any longer.

Two years passed. In that time she had upgrades done on both of her arms, in the right, more heavier weaponry. And the left: light weaponry. That is not to mention the other utility she had installed in other unorthodox places.

Российский рубль днем в среду, последний торговый день этого года, заметно слабеет. Нефтяные колебания «укачают» кого угодно, тем более на «тонком» рынке и ввиду почти полного отсутствия ликвидности. Крупные игроки с площадки давно ушли и вернутся сюда только к середине января, небольшие – пытаются раскачать рынок в нужную сторону, но силе нефтяного падения эти попытки не противопоставить. За доллар США к текущему моменту дают 73,02 руб. (+1,1%). Евро оценивается в 79,82 руб. (+1,0%). Официальные курсы ЦБ РФ до 4 января составляют 72,88 руб. за американскую валюту и 79,69 руб. за европейскую. Обе оценки пересмотрены на повышение, на 38 и 15 копеек соответственно.

Цены на нефть в середине недели падают. Баррель Brent стоит сейчас $36,87 (-2,0%). У сырья нет ни одного объективного повода для роста, тем более что среди долгосрочных инвесторов ожидания относительно первого квартала 2016 года весьма мрачные.

Итак, 2015 торговый год практически завершен. Оптимисты по доллару и пессимисты по рублю остались с заработком – длинные позиции по паре доллар/рубль дали как минимум 20% доходности. Вероятно, что это совсем не предел роста инструмента, но продолжение увидим только в следующем году. Американская валюта остается недооцененной на те же 7–10% и будет стараться закрыть этот разрыв как можно быстрее.

В последний торговый день года рубль снижается по отношению к доллару. Низкие цены на нефть продолжают оказывать давление на российскую валюту.

По сорту Brent черное золото вернулось ниже 37 долларов за баррель. Превышение предложения над спросом здесь по-прежнему является ключевым негативным драйвером. При этом запасы в американских нефтехранилищах, как и количество активных буровых в США постепенно снижаются, что в дальнейшем может поддержать нефтяные котировки.

В свою очередь, стоимость нефти в рублях все еще вблизи локальных минимумов, хотя и немного скорректировалась вверх в последнее время.

В целом, стоит отметить, что объемы на валютном рынке сейчас низкие, что делает немного более спекулятивным и волатильным движение пары USD/RUB. Поэтому, когда крупные участники вернутся после праздников, мы вполне можем увидеть совсем другую динамику.

Уходить на праздники, на мой взгляд, желательно без открытых позиций.

Данная аналитическая статья была написана после закрытия американского рынка.

2016 год будет во многом определяющим для британской валюты – это год превалирования политики над экономикой. Принимая во внимание, что фунт заканчивает год у своих семимесячных минимумов против американца, хотя, возможно для кого-то это станет неожиданностью, британская экономика в этом году показывала лучшие результаты среди 10 крупнейших экономик мира. Однако согласно последним данным за третий квартал, среднегодовой рост экономики Соединенного Королевства составил 2,1%, что примерно равно росту американской экономики. Если же сравнивать с другими, то можно видеть экномический рост в еврозоне и Японии на уровне 1,6%, в Австралии на 2,5% и в Канаде -0,2%. Так же некоторые разделяют мнение, что Банк Англии станет следующим центральным банком, идущим на повышение процентных ставок. Но пока фунт не ощутил на себе позитива ни от одного из этих факторов, и даже напротив за последние 6 месяцев ослаб к евро, иене, американскому и новозеландскому долларам. Отчасти эта слабая динамика обусловлена укреплением американского доллара, но замедление роста заработных плат, смешанный характер других данных и опасения регулятора заставляют рынки ожидать повышение ставки лишь в 2017, но точно не в 2016 году.

Мы полагаем, что рынок недооценивает Банк Англии и британскую экономику, так как 2016 год может стать годом сильного экономического роста. Потребительские расходы остаются главным ориентиром для британской экономики, а продажи в ноябре росли. Несмотря на то, что рост заработных плат замедлился, уровень экономически активного работающего населения остается на своих максимальных значениях за 20 лет, а деловая активность в секторе услуг по последним данным также на подъеме. Так как рынок труда уплотняется, а инфляция нашла свое дно, то заработные платы тоже должны начать расти. Замедление экономического роста в Китае и еврозоне ставит под удар производственный сектор британской экономики, но Великобритания все еще рассчитывает быть самой быстро растущей экономикой среди 10 самых больших экономик мира.

Если брать в расчет только экономический рост, то Банк Англии должен поднять ставку уже в первой половине года. Однако есть два важных фактора, которые удерживают центральный банк от этого шага – это низкие цены на товарных рынках и возможный выход страны из ЕС. Нефтяные цены могут оставаться на низких уровнях большую часть года, при этом, на данный момент, по результатам ноября рост потребительских цен составляет 0,1% в среднем по году, что очень далеко от желаемых целей банка. Но принимая во внимание то, что Федеральный резерв поднял ставки при среднегодовой инфляции в 0,5%, Банк Англии может не дожидаться инфляции на уровне выше 1%, чтобы начать ужесточать свою монетарную политику. В то же время, банк, скорее всего, не станет этого делать до того момента, пока не будет ясности относительно членства станы в ЕС.

Фактором наибльшего риска для британской экономики и валюты в 2016 году будет вопрос выхода Соединенного Королевства из Европейского Союза. Что самое пугающее, так это то, что согласно опросам население страны по поводу членства в ЕС разделилось примерно 50 на 50. Террористические атаки в Париже и всеобщая уверенность в том, что премьер-министр Кэмерон сможет повлиять на реформу правил свободного передвижения мигрантов в ЕС обострили расклад сил по этому вопросу, хотя и большую часть года сторонников остаться в ЕС было ненамного больше, противников. Выход из ЕС будет означать для страны период глубокой экономической неопределенности, что негативно отразится на потребительских, деловых и инвестиционных настроениях. Реальный ущерб от этого процесса для национальной экономики очень трудно просчитать. Сторонники выхода из ЕС утверждают, что это сэкономит миллиарды британским налогоплательщикам и снизит нагрузку связанную с обязательствами перед ЕС. Однако в тоже время, возникнут издержки связанные с торговлей, инвестициями и рабочими местами. Все зависит от того, как выход будет организован.

Если Великобритания сохранит в силе соглашения по торговле, снимет с себя общеевропейские обязательства по регулированию своей экономики и станет вести более свободную торговлю с остальным миром, что было бы лучшим сценарием развития событий согласно данным Open Europe, то Великобритания согласно прогнозам сторонников выхода получит темп роста ВВП в 1,6% к 2030. Однако в случае худшего сценария, при котором Соединенному Королевству не удастся сохранить текущие торговые правила и преференции с ЕС, издержки выхода составят -2,2% роста ВВП. Очевидно, что вероятность, как худшего, так и лучшего сценария, мала. Предопределить последствия выхода страны из ЕС сейчас невозможно, так как нам неизвестны условия этого выхода, которые останутся неизвестными до результата самого референдума, с приближением которого и сразу после которого мы ждем повышенную волатильность и скорее всего снижение в английском фунте, а также в ценах других британских активов.

Не в интересах центрального банка повышать ставки в условиях повышенной турбулентности на финансовом рынке страны, и принимая во внимание предполагаемую волатильность в национальной валюте, связанную с грядущим референдумом, регулятор скорее всего будет осторожен и отложит повышение ставки. Конечно, можно утверждать, что Банку Англии наоборот выгодно повысить ставку, как можно скорее, чтобы потом в случае негативного сценария снова ее понизить. Пока нет конкретных дат проведения референдума по выходу из ЕС, при этом ожидается, что это произойдет во второй половине 2016 года или даже в 2017 году. Поэтому Банку Англии следует действовать скорее, чтобы избежать пересечения с процессами, связанными с референдумом.

Голосование по выходу из ЕС будет определяющим не только для Соединенного Королевства , но и для Европы. Помимо последствий перераспределения влияния в Европейском Совете, ЕС станет в целом менее привлекательным партнером. Хотя конкретные экономические последствия неизвестны, это совершенно точно вызовет повышение конкуренции между Соединенным Королевством и Европейским Союзом, но в краткосрочной и среднесрочной перспективе главным фактором станет неопределенность, что всегда не есть хорошо для валют.

Технически пара GBP/USD смотрится очень слабо, хотя ниже текущих уровней располагается большое количество уровней поддержки. Во-первых, это минимальное значение 2013 года на отметке 1.4814, которое встало на пути ослабления валюты во второй половине этого года. Ниже располагается минимум 2015 года на уровне 1.4566. Чтобы говорить об отмене нисходящего тренда, нужно увидеть сильный рост в паре GBP/USD, с уверенным закрытием выше 1.55. Учитывая это, мы полагаем диапазон между отметками 1.45 и 1.65 ключевым ориентиром грядущего года.

Следственным управлением СК России по  Новгородской  области задержан бывший    сотрудник управления ФСКН России  по Новгородской области  Игорь Тарасов, ранее объявленный в розыск. Он подозревается  в совершении преступлений, предусмотренных ч.1 ст.286 УК РФ, ч. 1 ст. 228 УК РФ, ч.3 ст.303 УК РФ (превышение должностных полномочий, незаконный оборот наркотических средств, фальсификация результатов оперативно-розыскной деятельности).

По версии следствия,  Тарасов  осенью 2014 года незаконно приобрел наркотическое средство метамфетамин, которое позднее использовал для фальсификации доказательств по уголовному делу в отношении жителя города Великого Новгорода. Наркотическое средство было  подброшено в квартиру мужчины, где  был проведен обыск, в ходе которого изъяты наркотики.

В день возбуждения  уголовного дела в марте  2015  года, подозреваемый написал рапорт на увольнение  из органов  ФСКН, после  чего убыл за пределы Новгородской области. В связи, с чем следователем  был объявлен в федеральный  розыск. По ходатайству следствия в отношении подозреваемого  судом будет рассмотрен вопрос об избрании  меры пресечения в виде заключения под стражу.

В настоящее время проводятся следственные действия, направленные на установление всех обстоятельств происшествия. Расследование уголовного дела продолжается.
